He was born in 1971 in Ankara. At the age of 2, he moved to Istanbul. She completed her secondary education at Istanbul Private American Robert High School. He acted in 7 different theater plays in Turkish and English until he graduated. He studied Mechanical Engineering at Boğaziçi University. He spent his entire university life on TV series sets, theater stages and dubbing studios instead of school desks. He started his professional life under the auspices of Kandemir Konduk in 1989 with the cabaret program Half Joke Half Serious. After attracting attention here, she appeared in the drama series Yuva and then in the drama series Kopuk Dünyalar. He then played the role of Akif, the son of the mafia mother (Ayşen Gruda), in the drama series Ana for three years. He returned to theater in 1991, acted in many plays and wrote some of them himself. In 1999, together with his director friend Bora Tekay, he made and released the movie Fasulye. Fasulye was also Haluk Özenç's first experience as a screenwriter. Since 2001, he has written the screenplays of many successful TV series and movies such as Tatlı Hayat, Belalı Baldız, Çat Kapı, Yalancı Yarim, Aslı ile Kerem, Mr. Minister, Acemi Cadı, Sen Harikasın, Sıkı Dostlar, İstanbul'un Altınları. In 2017, he took part in the series Seksenler and Çocuklar Duymasın. In 2020, he starred in the series Seksenler again.
